BSMI Rules Out New Rules for Power Bank & Lithium Battery Products in Taiwan

Overview

On July 1, 2026, Taiwan’s Bureau of Standards, Metrology and Inspection (BSMI) published a draft amendment to its BSMI Certification requirements for Power Bank & Lithium Battery products. The current requirements are based on older standards and do not fully address newer product types now common in the market, such as charging cases for earbuds and smartwatches, portable vehicle jump-starters, and larger battery packs. As a result, several widely sold battery products have lacked a clear certification pathway in Taiwan. To address this, BSMI’s draft amendment updates the testing standards for existing products such as power banks, and introduces certification requirements for four product types that have not previously been regulated. The public has 60 days to submit comments, after which the new requirements will be implemented in phases through January 2028, giving companies time to prepare for the transition.

Which Products Are Covered by the New Rules

The draft rules affect nine types of Power Bank & Lithium Battery products:

  1. Power banks (portable chargers under 18 kg, not fixed in place)
  2. Battery charging cases (for earbuds, smart rings, smartwatches, etc.)
  3. Portable vehicle jump-starter power packs
  4. Single lithium battery cells (not button/coin cells)
  5. Battery packs and systems up to 100 kWh
  6. Non-motor batteries for road vehicles with two or more wheels
  7. Batteries for electric motorcycles
  8. Batteries for electric bicycles
  9. Batteries for power-assisted (electric-assist) bicycles

What’s Changing for Power Banks

Power banks that are certified today under older standards (CNS 13438, CNS 15364, and CNS 14336-1) will need to switch to newer standards, including CNS 15598-1, CNS 15936 (or CNS 13803 for wireless charging models), and CNS 62133-2 or CNS 62619.

One big new requirement is a nail penetration safety test for power banks under 160 Wh. This is a physical test where a steel nail is pushed through the battery cell to make sure it won’t catch fire or explode. Labeling rules for restricted substances (like the RoHS marking) stay the same under CNS 15663.

Updated Requirements for E-Bike and Motorcycle Batteries

Batteries for electric motorcycles, electric bicycles, and power-assisted bicycles will keep mostly the same testing standards (CNS 15387 and CNS 15424-1/2). But the certification process itself is getting stricter. Companies will need to move from a simple “declaration of conformity” to a fuller certification process, which can include factory checks.
