Through this announcement, the newly finalized national standard GB 47372-2026, “Safety Specification for Power Banks,” became part of the compulsory certification framework covering power banks and their batteries. Revised Implementation Rules for CCC Power Bank Certification

The implementation rules paired with GB 47372-2026 carry the designation CNCA-C09-02:2026, superseding the trial version, CNCA-C09-02:2025, that had governed certification since mid-2025. Between the announcement’s release and 31 March 2027, applicants filing new CCC submissions are given a choice: they may proceed under either the outgoing 2025 rules or the incoming 2026 rules, whichever better fits their current testing timeline.

That flexibility ends once the window closes. Every new CCC application filed from 1 April 2027 forward must be processed exclusively under CNCA-C09-02:2026, together with the full standard set it references, with no option to fall back on the earlier rules.

Certificate Conversion Deadline and Exceptions

Companies already holding CCC certificates for complete power banks and their dedicated batteries face a firm cutoff. Before 31 March 2027, they must finish any supplementary testing the new standard requires, pass an on-site factory audit, and migrate each certificate to the new rules. Certificates left unconverted past that point are revoked automatically, with no grace period described in the announcement.

Manufacturers of batteries for general digital devices are treated differently. Rather than a fixed migration deadline, their certificates carry forward under a natural transition approach, meaning compliance with the new rules only becomes necessary when a certificate comes up for renewal or when the underlying product design changes. This gives that segment of the market considerably more breathing room than power bank and matched-battery certificate holders.
