BSMI Rules Out New Rules for Power Bank & Lithium Battery Products in Taiwan
Overview
On July 1, 2026, Taiwan’s Bureau of Standards, Metrology and Inspection (BSMI) published a draft amendment to its BSMI Certification requirements for Power Bank & Lithium Battery products. The current requirements are based on older standards and do not fully address newer product types now common in the market, such as charging cases for earbuds and smartwatches, portable vehicle jump-starters, and larger battery packs. As a result, several widely sold battery products have lacked a clear certification pathway in Taiwan. To address this, BSMI’s draft amendment updates the testing standards for existing products such as power banks, and introduces certification requirements for four product types that have not previously been regulated. The public has 60 days to submit comments, after which the new requirements will be implemented in phases through January 2028, giving companies time to prepare for the transition.
Which Products Are Covered by the New Rules
The draft rules affect nine types of Power Bank & Lithium Battery products:
- Power banks (portable chargers under 18 kg, not fixed in place)
- Battery charging cases (for earbuds, smart rings, smartwatches, etc.)
- Portable vehicle jump-starter power packs
- Single lithium battery cells (not button/coin cells)
- Battery packs and systems up to 100 kWh
- Non-motor batteries for road vehicles with two or more wheels
- Batteries for electric motorcycles
- Batteries for electric bicycles
- Batteries for power-assisted (electric-assist) bicycles
What’s Changing for Power Banks
Power banks that are certified today under older standards (CNS 13438, CNS 15364, and CNS 14336-1) will need to switch to newer standards, including CNS 15598-1, CNS 15936 (or CNS 13803 for wireless charging models), and CNS 62133-2 or CNS 62619.
One big new requirement is a nail penetration safety test for power banks under 160 Wh. This is a physical test where a steel nail is pushed through the battery cell to make sure it won’t catch fire or explode. Labeling rules for restricted substances (like the RoHS marking) stay the same under CNS 15663.
Here’s a simple side-by-side look at what’s changing under the new BSMI Certification rules, across all nine product categories:
| Item | Product | Old Rule | New Rule | Status |
|---|---|---|---|---|
| 1 | Power bank | CNS 13438, CNS 15364, CNS 14336-1 | CNS 15598-1, CNS 15936 (or CNS 13803 for wireless charging), CNS 62133-2 or CNS 62619, plus nail penetration test under 160 Wh | Updated |
| 2 | Battery charging case (earbuds, smart rings, etc.) | No dedicated rule existed | CNS 15598-1, CNS 15936/13803, CNS 62133-2 | New |
| 3 | Portable vehicle jump-starter | No dedicated rule existed | CNS 15598-1, CNS 15936/13803, CNS 62133-2 | New |
| 4 | Single lithium battery cell (not button type) | CNS 15364 | CNS 62133-2 or CNS 62619 | Updated |
| 5 | Battery pack/system up to 100 kWh | No dedicated rule existed | CNS 62133-2 (under 1 kWh) or CNS 62619 (1–100 kWh) | New |
| 6 | Non-motor battery for 2+ wheel road vehicles | No dedicated rule existed | CNS 63057 | New |
| 7 | Electric motorcycle battery | CNS 15387, CNS 15424-1/2 | Same standards, fuller certification process (may include factory checks) | Updated |
| 8 | Electric bicycle battery | CNS 15387, CNS 15424-1/2 | Same standards, fuller certification process (may include factory checks) | Updated |
| 9 | Power-assisted bicycle battery | CNS 15387, CNS 15424-1/2 | Same standards, fuller certification process (may include factory checks) | Updated |
Updated Requirements for E-Bike and Motorcycle Batteries
Batteries for electric motorcycles, electric bicycles, and power-assisted bicycles will keep mostly the same testing standards (CNS 15387 and CNS 15424-1/2). But the certification process itself is getting stricter. Companies will need to move from a simple “declaration of conformity” to a fuller certification process, which can include factory checks.
BSMI Compliance Deadlines
| Date | Milestone | Status |
|---|---|---|
| July 1, 2026 | Companies can start applying under the new draft rules | Now Open |
| June 30, 2027 | Deadline for existing power bank certificate holders to switch to the new rules — missing this can lead to certificate cancellation | Deadline |
| July 1, 2027 | Old power bank rules stop working completely | Cutoff |
| January 1, 2028 | Old rules stop working for all other product types; the four new categories become mandatory | Cutoff |
Key Takeaways
- Charging cases, jump-starters, larger battery packs, and multi-wheel vehicle batteries are being brought under BSMI Certification for the first time. Companies already selling these products in Taiwan should get testing and paperwork moving well ahead of the January 2028 deadline.
- Build extra time into your schedule for the nail penetration test. This new requirement is a hands-on physical safety check performed directly on the battery cell, so it’s worth planning for it early.
