Taiwan Expands BSMI Energy Storage Certification Scope to 360 kWh
BSMI Opens Public Comment on Draft Amendment
Taiwan’s Bureau of Standards, Metrology and Inspection (BSMI) published a draft amendment on August 11, 2026, to the rules covering stationary lithium energy storage systems. The draft opened for public comment on August 12, 2026, and the window closes on October 12, 2026. Anyone affected by BSMI energy storage certification, including manufacturers and importers, can submit feedback to BSMI before that date.
Capacity Scope Expansion: 100 kWh to 360 kWh
The main change is simple: the battery capacity limit for stationary lithium energy storage devices is rising from 100 kWh to 360 kWh. This covers devices that send power back to the grid or accept solar input. A similar change applies to lithium battery cells, modules, and systems, which move from a 1–100 kWh range to a single 360 kWh ceiling. Vehicle traction batteries are not affected and stay capped at 100 kWh.
In short, larger battery systems that were previously outside BSMI’s certification requirements will now need to be certified.
New Grid-Connection Standards: CNS 16280 and CNS 16281
For systems connected to Taiwan’s power grid, two new standards replace the current technical specification.

In short: systems of ≤20 kW gain CNS 16280 as an added option alongside the existing CNS 15382. Systems >20 kW must switch to the two new standards, CNS 16280 for interconnection and CNS 16281 for functional safety, replacing the technical specifications currently in use.
Phased Implementation Timeline
BSMI is rolling this out in three stages based on battery size:
- July 1, 2026 – Systems up to 20 kWh
- July 1, 2027 – Systems from 20 kWh to 100 kWh, plus vehicle traction batteries
- July 1, 2028 – The new 100–360 kWh range
Each stage has its own certificate application period, and certificates remain valid for three years.
Transition Provisions for Existing Certificate Holders
Companies with current certificates can keep using them until they expire. Renewals filed after July 1, 2028 must meet the new standard. New applicants can choose between the old or new standard until June 30, 2028, depending on battery size, but anyone applying for the new 100–360 kWh range must follow the new standard from the start.
